What consumers and businesses should check first
The absence of a halal certificate is not official proof that a Turkish food is non-halal. HAK says an item without a certificate should be described as not having a halal certificate. Where a halal mark is used, the practical first step is to identify the certification body, confirm that its HAK accreditation is active and check the product/activity category actually covered. [3] [11]
HAK's directory lists bodies in Türkiye and abroad with status, dates and defined scopes. For example, the Turkish Standards Institution (TSE) Department of Halal Certification appears as active in a food scope under OIC/SMIIC 1:2019, but that does not extend automatically to every product or business. [11]
- Check the named HCAB, current status and accredited category.
- Match the certificate to the plant, product, process and brand being relied upon.
- Treat a missing certificate as uncertified, not automatically non-halal.
HAK, TSE and SMIIC have different functions
HAK is Türkiye's sole authorised halal accreditation body under Law No. 7060. It assesses halal conformity assessment bodies (HCABs), sets accreditation criteria, supervises them and may participate in mutual-recognition arrangements. It does not issue halal certificates and says it is not a fatwa authority. [1] [3]
TSE is an HCAB rather than the national halal accreditor. Its HAK certificate says it is accredited to OIC/SMIIC 2:2019 for its attached scope, which contains defined food, slaughter, service, packaging and biochemical-input categories. [13]
SMIIC is the OIC-affiliated intergovernmental standards body. It develops the OIC/SMIIC series; its food standard is not, by publication alone, a substitute for Turkish law. HAK says it uses those standards as the basis for accreditation. [3] [4] [15]
| Entity | Function | What it does not establish |
|---|---|---|
| HAK | Accredits and supervises HCABs; manages Turkish accreditation conditions. | A product's own halal certificate or a fatwa. [3] |
| TSE | Issues halal certificates within its HAK-accredited scope. | Certification of all products, sites or categories outside that scope. [12] [13] |
| SMIIC | Sets OIC/SMIIC standards, including food and conformity-assessment standards. | Automatic binding adoption of every standard clause as Turkish legislation. [5] [6] |
What the legal domestic-market requirement actually covers
Law No. 7060 says halal conformity assessment in Türkiye is voluntary. It then requires accreditation for bodies performing halal conformity assessment for products and services placed on the domestic market in fields where HAK provides accreditation. Accreditation may be from HAK or an authorised foreign institution within a bilateral or multilateral HAK mutual-recognition arrangement. [1]
This is a rule about the certification body and the domestic-market activity. It is not a universal requirement that every food, restaurant or consumer product be halal certified. The law provides administrative fines for a body that supplies the relevant service without accreditation. [1]
- The Law No. 7060 amendment's current legislative history records entry into force on 3 June 2023.
- HAK's explanatory notice says the one-year transition ended on 4 June 2023. This adjacent-date discrepancy should be checked against the current Official Gazette text for enforcement purposes. [1] [2]
- The rule excludes export-only conformity assessment performed to meet a customer country's market demands and technical regulations, provided the certified product/service is not supplied in Türkiye's domestic market. [1]
The standards used in Turkish halal schemes
SMIIC's official catalogue lists OIC/SMIIC 1:2019, General Requirements for Halal Food; OIC/SMIIC 2:2019, requirements for halal certification bodies; and OIC/SMIIC 3:2019, requirements for halal accreditation bodies. It also lists dedicated standards for food additives, edible gelatin, supply-chain transport/warehousing/retailing and cosmetics. [5] [6]
OIC/SMIIC 1 covers the food chain from raw materials to final product, including production, processing, distribution, storage and handling. Its subject matter includes slaughter, processing, equipment, hygiene, traceability and labelling. The full official text is sold by SMIIC; clause-level summaries here are based on a publicly accessible copy identifying itself as the second edition of 31 July 2019, not a licensed reproduction. [5] [6] [7]
Evidence expected before a halal mark is used
For HAK's slaughter and perishable-animal-products category (CI), a certification body must review facilities, organisational information, ingredients/subcomponents and suppliers, process flow, product specifications, outsourced operations, equipment, inventory/final-product controls, testing and management-system records. A three-year certification-cycle audit plan must be based on halal critical control points. [8]
The CI audit must evaluate raw materials, feed/live-animal procurement when relevant, packaging, production, critical management controls, current stunning practice/equipment where used, and risk-based sampling/analysis. Traceability must be capable of checking the supply chain rather than relying on one generic declaration. [8]
- Recipe/specification, flow chart and all manufacturing sites.
- Supplier approval and source evidence for raw materials and services.
- Testing, calibration, nonconforming-product, recall, complaint and change-control records.
- Controls for use of the halal mark and product identity/traceability. [8]
Slaughter, invocation, cuts and blood drainage
OIC/SMIIC 1 requires a halal, healthy animal that is alive at the time of slaughter. The slaughterer must be an adult, mentally sound Muslim who understands the Islamic conditions and holds a halal-slaughter certificate from a competent authority supervising health, hygiene, sanitation and halal slaughter. [7]
The standard calls for invocation at slaughter and a single continuous act severing the trachea, oesophagus, both carotid arteries and two jugular veins. Bleeding must be spontaneous and complete, and the spinal cord is cut only after death. For hand slaughter on automated poultry plants, the standard specifies a minimum 180-second bleeding period. This is a poultry requirement, not a universal time threshold for every species or food process. [7]
HAK's current CI scheme makes these points auditable. Its poultry HCCP example uses observation, declaration, documentation and bleeding-time measurement. It also requires a veterinarian with at least two years of slaughter experience in the audit team. [8]
Stunning is not a blanket acceptance
OIC/SMIIC 1 prohibits stunning and concussion in principle, but permits a narrow electric-shock exception where necessary and expedient. Animals must remain alive during and after stunning and before slaughter. A result that an animal was alive at the cut is essential, but it is not the whole compliance assessment. [7]
HAK's CI guideline requires a certification body auditing a stunning operation to have documented controls for permitted amperage, post-stun viability verification, water replacement in an electric pool and line speed. Audits must verify current stunning practice and equipment. [8]
The electrical table in OIC/SMIIC 1 is an informative annex and says settings need organisation-specific validation for animal type, weight and other variables. It must not be converted into one universal Turkish legal voltage rule. [7]
- Identify species, technique and line setup.
- Record settings and the validation basis.
- Document the post-stun viability check and evidence that the animal was alive at the cut.
Alcohol and residual ethanol: the limit that was not found
The publicly accessible OIC/SMIIC 1 text prohibits products or beverages containing alcohol, including use for cooking or confectionery fillings. It also says additives and processing aids for halal food must be free of non-halal components throughout manufacture and packaging, and says other products must not be processed with alcohol or alcohol products. [7]
No retrieved Turkish law, HAK guidance or accessible current standard source stated a single national residual-ethanol threshold, a universal analytical method or a rule that every ethanol result is treated identically. A ppm, percentage, mg/kg or mg/L figure should therefore not be presented as Türkiye's general halal limit. [1] [7] [8]
For a solvent/carrier, flavour extract, processing aid or fermentation-derived constituent, preserve evidence of origin, whether it was intentionally added, technical function, whether it remains in the finished product and the result in the relevant finished-product matrix. The HCAB's scheme and Islamic Affairs Expert should record the conformity decision. [7] [8]
Ingredients, gelatin, enzymes and processing aids
OIC/SMIIC 1 treats food additives as food. It requires additives and processing aids to be free from non-halal components through manufacture and packaging. Enzymes used as raw material, processing aid or final product must be from halal sources and listed on the label; dairy rennet and gelatin must not derive from non-halal sources. [7]
TSE's HAK-accredited scope expressly includes production of food additives, processing aids, flavourings and enzymes, and names gelatin of poultry, bovine, ovine and fish origin in a defined category. That proves these inputs can be assessed within an accredited programme, not that every input of that type is automatically halal. [13]
For animal-derived raw-material suppliers without HAK-accredited halal certificates, HAK's CI scheme requires on-site supplier verification. At initial audit, at least two-thirds of such suppliers must be included in the visit plan; new suppliers are verified on site during surveillance. This is specific to the CI scheme and should not be presented as a rule for every input category. [8]
Segregation, cleaning, cross-contact and logistics
The food standard requires physical separation from non-halal/non-compliant materials during preparation, processing, packaging, storage and transport. It requires halal identification throughout production, segregated storage/display/transport and hygiene-compatible transport. Food-contact equipment must be free of non-halal materials. [7]
A contaminated line converted to halal production must be washed and cleaned according to Islamic, hygiene and sanitation rules and then run as a halal line. The standard's seven-wash/soil method is in an informative annex, so it should not be called a stand-alone Turkish statutory mandate without a scheme or sector rule requiring it. The practical evidence is cleaning, prevention of cross-contact, line/product identity and traceable records. [7] [8]
SMIIC separately lists halal supply-chain standards for transportation, warehousing and retailing. Their existence does not prove every Turkish warehouse or carrier is under a mandatory halal certification requirement; check the operator's actual certificate scope. [5]
Auditors, Islamic Affairs Experts and the certification decision
The certification decision cannot be outsourced. HAK's CI scheme requires a documented decision organ of at least three people, including at least one full-time HCAB employee and at least one Islamic Affairs Expert. The decision is unanimous and requires written approval/signature by all decision makers. [8]
There is no universal statement that every Turkish halal auditor must hold a religious degree. Technical auditors and experts may qualify through relevant post-secondary education or a specified experience alternative. An Islamic Affairs Expert must be Muslim and have a post-secondary Islamic-rules degree or equivalent knowledge, plus at least two years' Islamic-work-area experience. [9]
For CI slaughter audits, both stage-1 and stage-2 teams require at least a lead auditor and an Islamic Affairs Expert, plus a veterinarian with at least two years' slaughter experience. The veterinarian and Islamic Affairs Expert must normally be present on site. [8]
- The 2025 CI guideline phases accredited personnel certificates for auditors/experts: 25% by month 12, 50% by month 24 and 100% by month 48 from its entry into force. [8]
- The retrieved document shows a 5 September 2025 publication/revision date but does not separately prove a different commencement date, so no calendar deadline is inferred.
Labels, imports, export-only work and Hanafi background
Where a halal mark is used, OIC/SMIIC 1 calls for product identification, ingredients, traceability/batch details, origin, declaration of animal-source ingredients such as gelatin and rennet, and the authority/certificate number. Primary meat has extra slaughter, processing and veterinary-health information. These sit alongside the applicable Turkish Food Codex and other law. [7] [8]
A foreign certificate is not automatically interchangeable with a HAK-accredited certificate. For domestic-market halal conformity assessment, the foreign route depends on the qualifying HAK mutual-recognition arrangement. Verify the current HAK register and arrangement rather than relying on a logo. For Turkish exporters, the Law No. 7060 exception is only from the domestic-market accreditation condition; destination-country halal, veterinary, customs and labelling rules still apply. [1] [11]
Türkiye's Hanafi background is not a binding certification criterion and does not prove an individual's religion, technical competence or legal entitlement to certify. HAK itself is not a fatwa authority. For a disputed ingredient, machine cut or stunning case, identify the relevant accredited HCAB, standard edition, evidence reviewed and the decision of its required Islamic Affairs Expert and decision mechanism. [3] [8] [9]
Frequently asked questions
Does a product without a HAK-linked halal certificate count as haram in Türkiye?
No. HAK says a product without a halal certificate should be understood as not having a halal certificate, not automatically as non-halal. A certificate adds independently assessed assurance against its specified scope. [3]
Does HAK put halal logos on foods?
No. HAK accredits halal conformity assessment bodies (HCABs). The HCAB makes the certification decision and controls the certificate or mark under its scheme. [3] [8]
Is a foreign halal certificate enough for sale in Türkiye?
Not automatically. For domestic-market halal conformity assessment, the body needs HAK accreditation or the foreign-authority route must fall within a HAK mutual-recognition arrangement. Check the body, its active status and product scope. [1] [11]
Is pre-slaughter stunning permitted?
It is not a blanket permission. OIC/SMIIC 1 prohibits stunning in principle, makes a limited electric-shock exception, requires life before slaughter and HAK requires documented, species- and line-relevant audit controls for any stunning operation. [7] [8]
Does Türkiye use one residual-alcohol number for halal food?
No verified nationwide halal analytical limit was found in the current law, HAK guidance or publicly accessible standard text examined. Intentional alcohol use, a solvent or carrier, fermentation and final-product residue need separate documented assessment by the relevant HCAB. [1] [7]
Must every Islamic Affairs Expert have a university degree?
Not necessarily. HAK requires a post-secondary Islamic-rules degree or equivalent knowledge, plus two years' relevant Islamic-work-area experience. The documented competence criteria, not demographic inference, control the role. [9]
